PSA8 return Warning: mysql_connect() [function.mysql-connect]: Can't connect to local

I'm tired of seeking the answer of the problem, my web just return the errors all over the page

I don't know what the cause is,,,, is it about the permission, i have created the db and dbuser via PSA8's CP.
