Qmail shows it's not running -> but it is running !

I reinstalled the box ( yum remove *-psa )

deleted psa database... and reinstalled plesk

All seem to work OK now...

a way to solve this

you have to change or remove the rbl's in order to fix the problem.
no reinstall required.
