RBL Problem on Debian Etch

My Plesk 8.4 reports that Qmail is down after launching RBL, but Qmail is surely up - Watchdog say so and Qmail starts and restarts easily from command line. The only problem is Services menu in Plesk Server settings. RBL seams to be working.
