The BIND DNS server has already been deprecated and removed from Plesk for Windows.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release. -
The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

I guess you have already tried to clear browser's cache (I know this is dumb suggestion but it may really solve such problems).
do you see any errors in upgrade log or in JS console (dev tools in browser) ?
we did not face this problem on our test environments,
so usual troubleshooting process would be helpful to find artefacts that may be a reason for such behavior.

Some browsers support emulation modes where the browser behaves as if it was a browser on a mobile device. This can be turned on and off. Are you sure that you are using the native browser screen mode or could there be a chance that such a screen emulation mode is set in the browser configuration?
It seems that it can't load the elastic skin correctly:
