    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

Issue Schedule backups executing at a different time

Basic Pleskian
So, I have scheduled my backup to execute everyday on 12:00 PM...

Plesk executes it at 03:03PM....

The server clock and the hwclock show the correct time....

What might be the cause?
 
are you talking about scheduled Server backup or domain backup? and how do you see that it has started with a 3 hour delay, perhaps it is just the time when the backup was finaly created and the backup took 3 hours...

As @Brujo suggested already, the reported time in your statement

Plesk executes it at 03:03PM....

should be the time at which the backup process finishes.

In the article Why a scheduled backup is not created at the requested time it is explained that the backup will start if the current time is more than 24 hours apart AND if the current time is more than BackupsScheduled.last + BackupsScheduled.period (see article).

If you want to test your backup and/or re-align your backup process: try to remove the BackupsScheduled.last value by following steps 1 to 3 from the article.
