Serious Quota Bug

We use plesk 7.0.3 on win2k3 server.
and we are facing a very serious quota bug.

Lets say that we now have 50 domains installed on that server. the problem is that in some domains no matter the amount of MBs they have in their panel (limit 50mb for eg) their owners cannot upload any file.

I went to My compyter-> Highlite my C:\ disk
Right Click on it - > Properties -> Quota -> Quota Entries- >
and I see that half of the users have Quotal Limit : No limit & Warning Limit : No limit
But in plesk the limits are set to 50Mb for each domain.

So if any of the domain users cant upload files, I get to the menu I said before and change the Quota Limits to 50MB or the Warning Limit.

Any one has an idea about what this is ?
 
When changing a Quota you must chang it in two places.

One is the limit for the domain, the other is in the setup of the domain.
