"The requested resource is in use." after restore.

I am trying to restore from a different machine to a fresh install of Plesk Win 8.6.

I get no errors during the restore process and all sites except the ASP ones work perfectly fine.
There are no errors in the WIndows event logs.

I have tried all of the normal tricks regarding re-registering libraries, ect. None of them work.

The Plesk install works fine and I can create and test ASP sites before the restore, but not after.

Any help would be greatly appreciated.
