cannot filter subscriptions by custom service plans

PROBLEM DESCRIPTION
Cannot filter subscriptions by "custom" service plans

STEPS TO REPRODUCE
Press "Subscriptions". Then try to filter by "Custom" service plans. We have sites that are marked as "custom" but when we use the "Service Plan" search downdown and filter by "Custom" service plan nothing is listed. All other fields are blank or set to "Any"

ACTUAL RESULT
No service plans are listed (Even though we have subscriptions with "custom" service plans).

EXPECTED RESULT
It should list subscriptions that have a "custom" service plan
