Reject messages to non-existing users does not work correctly

Hi,

I have a problem that e-mails to non-existing users (here mail-test@xyz.com) are forwarded to the mailbox (here thomas@xyz.com), even the option "Reject mails to non-existing users" in the panel is enabled.
